1. FUNCTIONS

The Function of the College Academic Council shall be:

To discuss and make recommendations to the appropriate University body on all academic matters affecting the College community and, within its area of responsibilities, to formulate and act upon the objectives of the College.

2. MEMBERSHIP

(a) The College Principal, Vice-Principal and Director of Administration and Finance, the Registrar of the College, the Co-ordinator of Student Affairs of the College, the Co-ordinator of Community Education Programs (or head of equivalent unit) of the College, the Regional Officer of the Division of Continuing Studies at the College, Department Heads at the College, all full-time College Faculty Members (including Counseling Faculty Members) and Librarians holding academic status.

(b) The President of the University, the Vice-President (Academic), the Vice-President (Research), the Vice-President (Administration and Finance), the Deans of the Faculties of Arts, Science and Education, the Dean (Student Affairs and Services), Dean of the School of General and Continuing Studies, the Registrar of the University, the University Librarian;

(c) Student Representatives to a number not to exceed 10% of all full-time College faculty members as of the date of commencement of the Fall Semester. Student Representatives must be in good standing academically.

(d) Others whom the College Academic Council may decide to admit.

3. OFFICERS

The College Principal (ex officio), Chairperson; a Vice-Chairperson and a Secretary to be elected by the Council.

4. MEETINGS

Regular meetings of the Council shall normally take place once a month on a day to be specified by the Bylaws.

Special meetings of the Council may be called:

(i) By the Principal

(ii) By the Chairperson upon petition by at least 10 members of the Council.

5. COMMITTEES

1. The College Academic Council shall have power to establish committees and to delegate to these committees whatever of its functions it shall deem appropriate.

2. The College Academic Council shall establish such Standing Committees as it deems appropriate and shall determine the Membership and Terms of Reference of such Standing Committees in the Bylaws.

6. BYLAWS

Bylaws may be drawn up and amended by a two-thirds majority of those present and voting at a meeting of the Council, provided that the proposed bylaws or amendments have been submitted to the Secretary in writing and circulated to all members of the Council not less than fourteen days prior to the meeting at which it is to be proposed.

The quorum shall be defined by the Bylaws.

7. AMENDMENTS TO THE CONSTITUTION

Recommendations for amendments to the constitution shall require a two-thirds majority of those present and voting at the meeting in which they are proposed. Notice of such proposed amendments must be given at the previous regular meeting of the Council and such notice shall indicate the text of the proposed amendment and the time, date and place of the meeting at which it is to be discussed. Further, the text of any proposed amendment shall be circulated in writing to all members of the Council not less than 21 days prior to the meeting at which it is to be proposed. Changes in the Constitution require the approval of the Board of Regents upon the recommendation of the Senate.
